In plain words
LTV is your debt divided by your collateral value. Borrow $6,000 against $10,000 and your LTV is 60%.
Each market has a maximum LTV you can borrow up to, and a higher liquidation threshold where liquidation starts. The gap between them is your safety buffer.
Worked example
$15,000 borrowed against $25,000 of ETH is an LTV of 60%.
